Dharna Jalsa and Jaloos

These are the common activities in the society. These activities can be further divided in to two main groups. First the people who are taking active part in organizing and conducting plus the one who visit and witness/participate. Second is the group of people who keep themselves away from all such activities. Size of those who keep themselves away from all such activities is much larger than those who are involved in all these activities. These are the peaceful and law abiding people, like to stay at home and watch all activities on television.

All constitutional rights of the people are enjoyed by those who are taking active part in dharna,jalsa and jaloos generally more than authorized RIGHTS. This group is powerful backed by strong finance and authority..... Second group is of peaceful people , made hostage and are confined to their houses due to designed road blocks, traffic jams and other reasons. Business/educational institutes and movement of he people and public transport is seized for some time. Thus the second group is totally deprived from their basic rights .Till to day no one has discussed this important issue.

We must raise voice for these innocent people/business man, daily wages labor and students who are larger in number and are made hostage at their residences. This is against the democracy and straight violation of our basic human rights.

I have following suggestions to safe guard their human and constitutional rights…..

1…All jalsa, jaloos and dharnas should be permitted in closed environment such as inside the stadium, race course, marriage halls, and grounds having boundary walls. If the size is too large than it should be arranged out side the populated areas in open as per the law.So that rights of those who are not taking part is such activities should remain intact.
2...State must provide them security from external interventions only that too on payment by the organizers in advance. Internal security and other security checks will be the responsibility of the organizer. Food /water to the Govt.security personals will be provided by the organizer. As a matter of principal Govt should not be taxed for all such activities desired by the organizer.We must take care for the nonparticipants...their life should not become hell during these jalsa,dharna and jaloos..
3…Road blocks should not be allowed in any case. Transport parking, electric connection, toilets, medical, security gates, canteen and other facilities required should be arranged by the organizer with in the closed perimeter.
4…Business, medical, air ports, railway stations, public transport,parks and educational facilities should not be disturbed at all cost. Their in and out routes should remain open at all cost and all the times.
5…Participants of jalsa, jaloos and dharnas should not allowed to use public address system in route while going and coming back to the permitted areas. All movement should be peaceful and quiet. Noise/recording made on PA equipment causes disturbance to the sick people and students. Likewise no breakage and loss to the property is allowed.Organizer should be made responsible to make all such losses good if breakages take place by the people of jaloos,dharna and jalsa.
6…No fire weapons are allowed by the participants. Organizer is responsible for this. If any one is caught carrying fire arms,organizer will be held responsible and will be punished for the violation of instruction.He will make all the loss good.
7…Safety and Security of women, children, old people and special guests will be the responsibility of the organizer. Only VIP and VVIP holding Government office will be looked after by the Govt security as per law.

If all these points are enforced I think people not participating in jalsa , jaloos and dharnas will enjoy peace.Movement of ambulances will not be disturbed. Economic activity will continue,daily wages labor will be at peace and all will enjoy their basic constitutional and human right.Creating disturbance for non participants is a criminal activity and must be punished under the law.....
