Drago Doctrine

Mr. Drago was the founder of this doctrine. He was born in 1859 in Argentine. He was a foreign minister of Argentine in December, 29, 1902. He was died in 1921. The object of this doctrine was European states could not intervene in the affairs of states of American continent on the ground of claiming public debts. The purpose of this doctrine the European States had started struggle and using military force to enforce the claims their citizens. For example, England, Germany and Italy had enforced blockade against Venezuela. This blocked was imposed because Venezuela had failed to fulfill its financial obligations.

This doctrine is complementary to Morne Doctrine. Both the doctrine Morne and Drago lost its importance and no place in United Nations charter. But it has grown new concept of Calvo Doctrine. The subject was presented at the Hague Conference of 1907, when a modified version of the Drago doctrine was adopted.
