Mix together 750 gm khoya and 3 tbsp flour. Knead to dough and keep aside. Grind together 8 green cardamoms and 1 tsp sugar. mix half of the ground cardamoms in khoya mixture. in a pan put together remaining ground cardamoms, 1cup water, 1 1/2 cup sugar and cook till syrup thickens. Now make small balls with khoya mixture, flatten and shallow fry in hot oil till golden brown in color.
Remove and add in sugar syrup. Lastly garnish with chopped pistachio and almond.
