Pakistan Engineering Council is a regulatory body authorised by the Govt. of Pakistan to reform and manage the engineering activities in Pakistan. A person may be given a title of 'engineer' if and only if he/her attend and complete a PEC recognised engineering program. On the contrary, a person who does not attend a PEC recognised engineering program will never be called and understood as 'engineer' and no engineering firm neither public sector nor private will recruit him/her under the category of 'engineer'.
Here's the link of list of PEC recognised engineering programs in Pakistan.
