Brother, you must take admission privately and keep studying ahead, secondly try to enhance your skills by working in extra times. The more you will add to your cv the better it provides chances with. Stay stick to your present job because by the time you will raise your level of education, you can apply in the new and better openings in your own department and you definitely would get upgraded with raised salary. This is how government organisations prefer hiring so instead of worrying which won't help you anyways, start focussing.
